How Income Tax Works in Rwanda (2026)
Rwanda withholds PAYE monthly in 4 bands. Since January 2025, the RSSB pension reform raised the employee contribution to 6% (deducted before PAYE), plus a 0.3% maternity levy on gross.
The PAYE bands (monthly)
| Monthly income (RWF) | Rate |
|---|---|
| 0 โ 60,000 | 0% |
| 60,001 โ 100,000 | 10% |
| 100,001 โ 200,000 | 20% |
| Above 200,000 | 30% |
Worked example
Monthly salary of RWF 500,000: pension = 30,000; maternity = 1,500. Taxable = 470,000. PAYE = 24,000 + 30% ร 270,000 = RWF 105,000. Take-home = 500,000 โ 30,000 โ 1,500 โ 105,000 = RWF 363,500.
The pension rate rises 2 points/year from 2027, reaching 10% employee by 2030.

Another worked example
Monthly salary of RWF 500,000: pension = 6% ร 500,000 = RWF 30,000; maternity = 0.3% ร 500,000 = RWF 1,500. Taxable = 468,500. PAYE = 24,000 + 30% ร 268,500 = RWF 104,550. Take-home = 500,000 โ 30,000 โ 1,500 โ 104,550 = RWF 363,950.
Reading your Rwandan payslip
Expect three deduction lines: RSSB pension 6%, maternity 0.3%, and PAYE. Only the pension line shrinks your taxable income โ PAYE is computed on (gross โ pension), not (gross โ pension โ maternity). The employer's 6% pension match stays off your payslip. Note the rate is scheduled to rise 2 points yearly from 2027, so today's payslip will look leaner than next year's.
Common mistakes
1. The old 3% pension rate. It's been 6% since January 2025.
2. Forgetting the 0.3% maternity levy. A separate line on top of pension.
3. Deducting maternity before PAYE. Only pension reduces taxable income.
What counts as taxable income in Rwanda
RRA taxes salary plus allowances, bonuses, overtime, and fringe benefits valued at market rates (housing, vehicles, domestic staff paid by the employer). The pension contribution is the main deduction from this total. Reimbursements of genuine work expenses aren't income. One Rwanda-specific note: the 2025 reform kept the fringe-benefit rules unchanged โ if your employer provides housing, expect it in your taxable base at rental value.
Tax year and filing in Rwanda
Rwanda uses the calendar year (1 January โ 31 December), so these figures cover all of 2026. For most employees, PAYE withheld by the employer is final โ no annual return needed unless you have other income. The 2025 RSSB reform is the big date to remember: pension went 3% โ 6% in January 2025, then rises 2 points yearly from 2027. RRA's online filing is mandatory for those who do file.
